The start of “Tulsa King” Season 4 on Paramount + is as good an excuse as any to celebrate star Sylvester Stallone. The Rocky/Rambo legend just turned 80, his memoir, “The Steps,” is No. 1 on the bestseller lists and next month there’s a crowd-pleasing movie, “I Play Rocky,” in which an Oscar-ready replica Anthony Ippolito traces Stallone’s rise to the top.
