Though it stands in the shadow of Gary Oldman’s reliably slovenly and superb “Slow Horses” on Apple TV+, the new Netflix series “Dept. Q” owes no one an apology. It’s part of the brilliant misfit genre that puts a Scottish spin on the London spies of "Slow Horses." This time it’s a motley crew of Edinburgh cops, led by the never-to-be-discounted Matthew Goode. This team is considered so low on the pecking order that their office is literally in the basement of a police building formerly used as shower quarters. Right, that’s the Q in “Dept. Q.” and one of a thousand mysteries solved.
