“Dawson’s Creek” creator Kevin Williamson is back making television about a dysfunctional family. His new one is called “The Waterfront,” set in the fictional North Carolina coastal town of Havenport, a fishing mecca that smacks of a budget too low to make the place even remotely appealing. You  can catch the series on Netflix where  crimes of the heart are always on the menu. Add graphic violence and a smattering of sex, drugs and rock & roll to the equation and you’ll get the idea.
